The short version: your data shouldn't leave your building
If you run a credit union, a fund administrator, an insurance broker, or a clinical practice in Ireland, you already know the rules. Member data, fund data, policyholder data, patient data — none of it is meant to drift off to a US data centre because someone signed up for a free AI trial.
That's the whole reason the Intelligence Brain runs on-premise. The model, the index, the documents, the audit log — all of it sits on hardware you control, in a building you can point at. No round-trip to OpenAI. No round-trip to Anthropic. No round-trip to anywhere.
I built it that way because I spent twenty years inside Tesco, Dunnes Stores, and Oracle watching what happens when "just put it in the cloud" meets a regulator with a checklist. It doesn't end well, and the cleanup is always more expensive than doing it properly the first time.
What "on-premise" actually means here
The phrase gets thrown around loosely, so let me be specific about what I mean by on-premise AI in an Irish context:
- The language model runs on your hardware. Not a hosted endpoint. Not a "private cloud" wrapper around a US API. The weights sit on a box in your server room or your colocation cabinet.
- The vector index is local. When the system breaks your documents into chunks for retrieval, those chunks stay on the same machine.
- The documents themselves never leave. Ingestion happens in place. Nothing is uploaded to a third-party processor for OCR, parsing, or embedding.
- The audit log is yours. Every prompt, every retrieval, every answer — written to a log you own and can hand to an auditor.
If a vendor tells you they're "on-premise" but the inference happens on a hosted GPU somewhere, that's not on-premise. That's a hosted service with a nicer diagram.
Why data sovereignty matters more in 2025 than it did in 2022
Three things changed.
First, the EU AI Act came in. High-risk use cases — credit decisioning, insurance underwriting, anything touching employment or essential services — now have documentation, logging, and human-oversight obligations that are very hard to meet when your "AI partner" is a SaaS endpoint you don't control.
Second, GDPR enforcement got sharper. The Irish DPC has been clear that "the vendor said it was fine" is not a defence. If personal data leaves the jurisdiction, you need to know exactly where it went, what was done with it, and on what legal basis.
Third, the model providers themselves keep changing their terms. Training carve-outs, retention windows, sub-processor lists — these shift quarterly. If your compliance posture depends on a Terms of Service page you read in March, you have a problem.
On-premise sidesteps all three. The data never moves, so the questions about where it went and who saw it have one answer: nobody, it stayed here.
The Irish-specific piece
Ireland sits in an awkward spot. Most of the big cloud AI providers have Dublin regions, which sounds reassuring until you read the fine print and realise inference can still route through the US, or that the model provider is a sub-processor the hyperscaler has no control over.
For a Tipperary credit union, a Cork insurance brokerage, or a Galway clinical group, "AI data residency" needs to mean the data physically stays in Ireland — not "the storage bucket is in Dublin but the model call goes to Virginia."
The Intelligence Brain is deployed either:
- On a single server inside your premises — typical for a credit union or a small broker. One box, one UPS, one network segment.
- In an Irish-resident colocation facility you contract with directly — typical for fund administrators or larger groups who want the hardware managed but the residency guaranteed.
Either way, the boundary is clear. You can draw it on a whiteboard. An auditor can walk into the room.
What you give up, honestly
I'm not going to pretend on-premise is free. You give up two things compared to a SaaS AI tool:
You give up "infinite" model size. The frontier models — the 400-billion-parameter ones — don't fit on a single server. What runs locally is a smaller model, tuned and retrieval-augmented for your domain. For document Q&A, policy lookup, member-history summarisation, board-pack drafting — it's more than enough. For writing poetry, it's not the tool.
ND you give up the SaaS pricing model. There's a hardware cost up front, or a colocation contract. In exchange, you stop paying per-token fees that scale with usage, and you stop having a renewal conversation every twelve months with someone who's discovered you can't easily migrate.
For most Irish regulated firms I talk to, that trade is obvious. They'd rather own the box than rent the risk.
The deployment, in plain terms
A typical install runs four to six weeks end to end. Week one is hardware delivery and network setup. Weeks two and three are document ingestion — pulling in the policies, manuals, board minutes, and procedural documents that the system will retrieve from. Week four is tuning and user training. Weeks five and six are supervised live use, with me or one of the team on call.
After that, it's yours. Updates are pushed on your schedule, not a vendor's. If you want to disconnect it from the internet entirely after deployment, you can.
