Ireland's sovereign quantum window — why now

Ireland sells itself, fairly, as the data capital of Europe. Most of the hyperscalers run racks here. A meaningful share of the EU's regulated workloads sits inside the M50. And yet, when you ask where Irish researchers, Irish founders, or the Irish state itself can run a quantum job on sovereign infrastructure, the honest answer today is: somewhere else. Usually in a US cloud region, sometimes in a French or German lab, occasionally on a queue that costs a fortune and tells you nothing about who else has seen the problem you submitted. That gap is the one Ireland Quantum exists to close, and the reason I've committed to delivering a sovereign Irish facility for Q2 2027.

What "sovereign" actually means here

Sovereignty is a word that gets stretched until it means nothing. Let me be specific. Sovereign quantum compute, in the sense I use it, has four properties. The hardware sits on Irish soil. The operating entity is Irish-domiciled and Irish-governed. The control plane — the scheduler, the calibration data, the job logs — is not exfiltrated to a foreign cloud as a condition of use. And the access policy is set in Dublin, not in Mountain View or Washington.

None of that is anti-American or anti-anyone. The big quantum efforts in the United States and elsewhere are real and impressive, and Irish researchers should keep using them where they're the right tool. The point is that a country which hosts other people's compute for a living should also host some of its own. Especially the kind that, within a decade, will sit underneath cryptography, drug discovery, materials science, logistics, and a non-trivial slice of national security work.

Why the window is now, not in five years

Three things are happening at once, and they happen to line up.

The first is hardware maturity. Quantum machines are still noisy, still small by the standards of what we'll need for fault tolerance, and still genuinely useful for a narrow set of problems. That's a different sentence than it was even three years ago. The economics of standing up a facility that can host a real machine — neutral atom, trapped ion, or superconducting, depending on what the science says when we sign — are now within reach of a serious private effort. They were not, recently.

The second is policy. The EU's Chips Act and the broader push toward strategic autonomy in compute have changed the room. Member states are being asked, not very subtly, to develop their own capacity rather than lease it back from the same handful of providers. Ireland, which benefits enormously from being inside the single market and being a soft-power bridge to the US, has both the means and the standing to lead here rather than follow. We have not, yet.

The third is the post-quantum cryptography transition. NIST has published its first set of standards. The migration timelines being put on banks, telcos, and critical infrastructure operators are not generous. A country that wants its regulators to enforce that migration credibly needs people on the ground who can run the test workloads, not just read the standards documents. Sovereign quantum infrastructure in Ireland gives the state a place to do that work without filing a request ticket in another time zone.

Each of those three things is moving on its own clock. They overlap for a few years. After that, the cost of catching up climbs sharply, because the talent pools, the supply chains, and the long-lead site work all consolidate around the countries that moved first.

The talent argument

Ireland trains good physicists and good engineers, and then, a depressing amount of the time, exports them. Trinity, UCD, UCC, Maynooth, DCU, and the Tyndall group in Cork all produce graduates who would happily work on hard problems at home if hard problems at home existed at the right scale. They don't, mostly, in this field. So the graduates leave for Zurich, for Delft, for Boulder, for Oxford, and the country that paid for their education gets back a polite LinkedIn update.

A sovereign facility flips that. It doesn't have to be the biggest machine in Europe. It has to be a real machine, with a real operations team, real industrial partnerships, and a real research programme that people can build a career around without buying a one-way Aer Lingus ticket. The diaspora, in my experience, comes back when the work is here. They've told me so, repeatedly, over the last eighteen months of conversations.

What this is not

It is not a vanity project. I've spent twenty years engineering inside Tesco, Dunnes Stores, and Oracle, and the lesson from those years is that infrastructure that doesn't earn its keep gets switched off, regardless of how well it was announced. Ireland Quantum has to serve paying users — research groups, financial institutions, pharma, the public sector — from the day the doors open. Otherwise it's a press release with a cooling system.

It is also not a substitute for the EU-level effort. The EuroHPC quantum pilots, the work being done in France with Pasqal and in Germany with IQM and others, are complementary. Ireland benefits from those programmes and should keep contributing to them. Sovereign capacity is not isolation. It's the right to say yes or no on your own terms when the workload matters.

And it is not, to be very clear, a cryptocurrency play. Quantum compute and the various quantum-themed token projects you may have seen on Twitter share a word and almost nothing else. Ireland Quantum is a physical compute facility delivering machine time to scientific and industrial users. That is the whole product.

The IMPT connection, briefly

People sometimes ask why a founder running a carbon-positive hotel booking platform is also delivering quantum infrastructure. The honest answer is that they share a thesis. IMPT.io exists because the climate maths only works if you make the right behaviour the cheap, default behaviour — every booking across 1.7 million hotels in 195 countries offsets a tonne of CO₂, on-chain, paid out of our commission rather than added to the guest's bill. That is an infrastructure argument dressed up as a consumer product.

Ireland Quantum is the same shape of argument with the costume off. If the country wants the next decade of compute-heavy industries — drug design, climate modelling, materials, secure communications — to happen here rather than be imported as a service, the substrate has to be here. You don't get to skip that step.

Power, water, and the boring questions

Anyone serious about Irish data infrastructure right now has to talk about the grid. The moratorium conversations in Dublin, the EirGrid constraints, the very reasonable public anxiety about water and power going to data centres rather than to housing — these are not background noise. They're the first slide of any honest pitch.

Quantum facilities are not hyperscale data centres. The power profile is different, smaller in absolute terms for the compute itself, and the cooling load is concentrated rather than sprawling. That said, "smaller than a hyperscaler" is not a free pass. The siting conversation has to happen with local communities, with the grid operator, and with the planning system, in public, before anything is poured. Annerpark, Clonmel, the Suir valley — these are places I live in, not just places on a map. The same standard applies wherever we end up siting capacity.

What a credible Irish quantum programme looks like by 2030

If we get the next twenty-four months right, the picture by the end of the decade is roughly this. A working sovereign facility on Irish soil, hosting at least one production-grade machine, with a published access policy that academic groups, startups, and state bodies can plan around. A second-tier of Irish-domiciled software companies building on top, the way the cloud generation built on top of AWS regions. A repatriation of mid-career talent from the European and US labs, because the work is now here. And an Irish position in the EU and NATO-adjacent conversations about post-quantum readiness that is taken seriously, because we have something to bring to it.

None of that requires Ireland to win the global quantum race. It requires Ireland to be in the race, on its own feet, with its own kit. That is a much more achievable thing.

What to do this week

If you run a research group, a fund, a regulator, or a company with workloads that will need post-quantum migration, the action this week is small and specific. Write down what your quantum-relevant exposure actually is — cryptographic, computational, or talent — and what you would do if sovereign Irish capacity existed at a sensible price by Q2 2027. Send that note to your board, your CTO, or to me.
